What is MassHealth?

MassHealth, Massachusetts’ Medicaid program,  provides health benefits and assistance paying for health benefits to qualifying children, families, seniors, and people with disabilities living in Massachusetts. MassHealth acts as the financial backbone and regulatory authority for the Adult Foster Care program. Its resources and regulatory standards ensure each member is cared for safely. The financial support allows eligible members and caregivers to participate without undue financial strain.

What is the MassHealth adult foster care program?

The MassHealth Adult Foster Care (AFC) program, also known as Adult Family Care, is a MassHealth-funded initiative that provides in-home care for individuals who need assistance with daily living activities. It allows adults with disabilities and seniors to remain in a home environment with a qualified caregiver. Caregivers can be family members or friends and receive financial compensation for their services.

MassHealth-funded AFC offers numerous advantages, including:

  • Cost Savings: Families save on the high costs of institutional care.
  • Personalized Attention: Members receive one-on-one care tailored to their needs.
  • Emotional Support: Living in a familiar environment fosters emotional well-being and independence.
  • Caregiver Empowerment: Financial support and training enable caregivers to focus on providing exceptional care.

Who pays for adult foster care?

MassHealth, as the state’s Medicaid program, funds the Adult Foster Care program, covering the costs associated with the care provided by caregivers in the AFC setting. MassHealth provides comprehensive coverage for the services offered within the AFC program, including personal care assistance, medication management, and other support needed to maintain the individual’s health and well-being in the home.

What support does MassHealth provide to caregivers?

Eligibility Assessment:

MassHealth establishes criteria to determine who qualifies for AFC. Individuals must require assistance with at least one ADL and meet other medical and residential requirements.

Training and Compliance:

MassHealth mandates that caregivers complete specialized training and adhere to strict guidelines, ensuring high-quality care.

Regulatory Oversight:

MassHealth establishes the regulations and guidelines that AFC providers must follow, ensuring the quality and safety of the care provided. MassHealth also conducts assessments and compliance checks to maintain program standards.
